Dalian Water Affairs Bureau is a bureau-level department under the municipal government and is responsibor water affairs management and law executing and supervising. The bureau is responsible for implementing the guidelines, policies, laws, rules and regulations concerning water administrative affairs formulated by the province and the state, drawing up local laws, regulations, policies and water administrative enforcement and affording the tasks as unified planning, allocation, conservation, protection and management of water resources in the entire city, urban and rural water supply, water resources project construction and management, flood control and drought fighting, farmland construction, water resources science and technology, soil-water conservation and river regulation, etc.
There are totally 73 staffs working at the Water Affairs Bureau according to government organization, including 64 staffs of administrative organization and 9 staffs of engineering service organization. There are 11 departments and offices under the bureau: Office, Water Administration Law Department, Water Resources Management Department (Municipal Water Conservation Office), Water Supply Department, Rural Water Conservancy Department (Office of Municipal Farmland Construction Headquarters), Construction and Management Department (Office of Municipal Flood Control and Drought Fighting Headquarters), Planning and Finance Department, Personnel and Education Department, Science and Technology and Foreign Affairs Department, Party Committee Office and Commission for Disciplinary Inspection (Supervision Office). The bureau governs 11 directly subordinate institution units: Dalian Soil-Water Conservation Office, Dalian River Course Management Department, Dalian Water Conservancy Planning and Design Institute, Dalian Water Supply Management Department, Dalian River Course Project Construction and Maintenance Cost Collection Management Center, Dalian Biliu River Reservoir Management Bureau, Dalian Water Conservancy Management Center, Dalian Reservoir Migrants Late Period Support Office, Dalian Water Affairs Project Quality Supervision Station, Dalian Water Administration Supervision Detachment and Dalian Water Conservancy Science Research Institute. The bureau governs 3 subordinate enterprises: Dalian Tap Water Group Co., Ltd., Dalian Water Supply Company and Dalian Water Conservancy Supervision and Management Center.
Under the leadership from the municipal party committee and the?municipal government, the extensive water affairs cadres and staffs of Dalian have carved out plentiful and substantial achievements through the spirit of devotion, responsibility, truth-seeking, exploitation and innovation and struggling. The completion of the water supply projects-water diversion from Biliu River and Yingna River into Dalian has enables the urban water supply capacity to reach 1.58 million m3/day, and has solved the water supply trouble that disturbing the development of Dalian for a long time; the farmland construction has been awarded with the “DAYU Cup” for rural construction from the province continuously for 14 years, which has accelerated the development process of agricultural modernization; 184 reservoir risk-removal and remedy projects have been completed; more than 4100 km river courses have been controlled, the flood control and safety defending capacity is constantly improved, which has offered strong guarantee for the economic construction and the life and property safety of the people; the urban and rural soil-water conservation and ecological environment construction are completely promoted, which has laid a solid foundation for the construction of Dalian with beautiful sceneries and landscapes; the efforts on water purification and distribution projects construction are reinforced, the water purification capacity has reached 1.3 million m3/day and the water supply guarantee ratio has been increased; the construction of water modernization and informationization takes its shape, which has displayed its great role in water affairs construction and development.
The promulgation and implementation of the new “Water Law” has provided legal foundations for the water control according to laws. The extensive cadres and staffs of water affairs system will carefully study and implement the new “Water Law”, concentrate on the reinforcement of water resources management, strengthen the development, utilization, conservation and protection of water resources, completely promote the construction of a water-conservation-oriented society and provide support and guarantee for the sustainable development of society and economy!
